Land Use Professional/Legal Counsel

Mission Statement:

To aggressively monitor land use regulatory activities in Ventura County, formulate proposals in furtherance of CAPR goals, assist the County in expanding its "Get to Excellence” plan, and communicate CAPR’s position in a positive and constructive fashion.   

Guiding Principals:

Core Values:  Promote analytical objectivity, personal integrity, customer service and common sense as core values of land use regulators.

Staff Accountability: Demand due process, regulatory transparency and equitable fee assessment in processing land use entitlements.

Policy Balance: Construct a regulatory apparatus that balances public objectives with private interests in furtherance of economic sustainability.

Entitlement Process:  Remove burdensome regulations and simplify procedures in furtherance of cost-effective permit processing.

Environmental Protection:   Base local policy guidelines and impact thresholds on sound principals of science.

Supporting Studies:   Stage the requirement for supplemental application materials and detailed studies in order to reduce front-end entitlement costs.
